Pakistan failed Kashmiris or UN?

The question-- why does UN not implement its Kashmir related resolutions?-- haunt every Kashmiri and Pakistani.The answer lies in the fact, India approached UN in 1948 and resolution passed under the chapter 6 of UN charter. This particular chapter deals with peaceful settlement of disputes under the consensus of involved parties, and is not enforced by UN executive body- security council. The resolutions are enforced only under the chapter 7 of UN charter. Keeping it aside, Pakistan and India both are in adamant denial about fulfilling the pre-requisites of plebiscite as per resolution 47. Aforementioned circumstances limit the role of UN to enforce its resolutions and obligations towards seven decade long dispute.
